Restricting city council speech on Monday's agenda

FALLS CITY – Monday’s city council agenda includes meeting procedures that would require council members to be recognized by the mayor before speaking and a letter from the Board of Public works asking that questions about utility management go through “appropriate channels.”
The council packet includes a letter from Mayor Mark Harkendorff regarding procedures for council meetings.
His letter says council members must be recognized by the mayor before speaking.
Anyone who interrupts or speaks out of turn may be ruled out of order. Multiple violations may result in the council member being asked to leave the meeting and be subject to removal.

A separate letter to the city from the Board of Public Works affirms the board’s full support for Trevor Campbell as public works superintendent.
The letter references questions recently raised by some city council members and notes that the city code grants authority for the public works superintendent to the board of public works.
The letter asks council members to respect the administrative framework set out in city code and requests that council members using the city council’s supervisory authority to work through appropriate channels.
The Falls City City Council will meet at 6 p.m. Aug. 18.
An ordinance to prohibit fowl except laying hens in the city limits and using $56,353 in unused commercial rehabilitation funds for sidewalk construction are on the agenda.
Presentation of the 2025 utilities rate study and ordinances to restate rates for electrical, natural gas, water and sewer are also on the agenda.
SEL Engineering proposes $231,000 in design services for a digital power plant monitor and control system.
The council will also consider of investment strategy for up to $20 million in reserve funds.
