GRAND ISLAND, Neb. – A Central Nebraska man is under arrest after allegedly throwing a homemade explosive device at the Department of Homeland Security building in Grand Island.

Eulisis Martin, 24, of Grand Island was taken into custody on Monday by the FBI after he allegedly vandalized the DHS building at 703 S Webb Rd. 

The arrest comes after federal agents were spotted Monday by NCN in Grand Island while serving a search warrant on W Division St.

According to Hall County court records, the DHS building was vandalized on just after 1:00 a.m. on Mon. June 9. 

Court documents say federal employees of Homeland Security Investigations and Immigrations and Customs Enforcement arrived to work Mon. June 9 around 6:00 a.m. and saw the words "KILL ICE" spray painted on a window of the building. 

The next day on June 10 at 5:30 a.m., building cleaning staff arrived and found a broken glass container with a piece of fabric nearby the debris. 

Investigators determined the object was a homemade Molotov Cocktail, which is used to set fires, but court documents say the DHS building never caught fire. 

Authorities believe the spray paint and the Molotov vandalism happened on the same day. 

The FBI used license plate readers and surveillance video from nearby buildings to find the white sedan that was seen in the area that day. They determined the vehicle belonged to Martin. 

He was arrested on Monday, according to Hall County Court records. 

Martin has still yet to be officially charged as of Wednesday morning, but has an initial appearance in federal court scheduled for today.
