Norfolk man arrested on assault charges

NORFOLK, Neb. — A Norfolk man is in the Madison County Jail with charges of first-degree assault and obstructing an officer.
Norfolk Police took Mynor A. Chocoy To, 20, into custody on Tuesday evening after a disturbance call near N. 5th Street. Upon arrival, officers encountered several individuals outside of a residence restraining Chocoy.
According to witness statements, Chocoy, who appeared to be highly intoxicated, exited his apartment, made several comments to those gathered outside and suddenly attacked the victim.
Chocoy allegedly struck the victim in the face, forcibly pulled him from a chair and dragged him onto a concrete driveway. Police say Chocoy then grabbed the man by his hair and slammed his head onto the concrete.
Bystanders intervened to stop the assault and held Chocoy until officers arrived. After a brief struggle, police say Chocoy was taken into custody and booked into the Norfolk City Jail, where he would later be transferred to the Madison County Jail.
The victim was transported to Faith Regional for treatment for a possible concussion.
